No.The hot leg should start from the on/off switch, to the
fan switch, to the fan.

Don't know, but on my Earth stove insert power runs two ways. Through an on-off switch, to the speed control, and to the fans is one. The other goes through an on-off switch, to the thermostat, to the speed control and to the fans. I can run the fan and control its speed, even with a cold fire box.
