The first answerer is on the right track....

What you're hearing is probably a voltage transformer slowly failing, switching off, cooling down and starting up again. I've had this happen to me before, heard about it from other clients ,and talked to monitor technicians about it before. If it's worth it to you, it'll probably cost $100 or more to get it repaired including parts and labor.

First if you have using a laptop monitor, it could be possible that you have your computer power settings set to shut down after a certain period of time of inactivity.

You can check by going to start, control panel, power settings.

*If using a laptop, if your monitor is dying, you can always connect a external monitor to the back of your laptop.

Now in terms of a desktop..

*Do you have another power plug that you can connect to your monitor, could be that the power plug your using now might be going bad.

*Is the monitor connector connected firmly to the back of your computer.
