Around what age do girls GENERALLY stop developing, like, when have you reached your mature, adult shape ( breasts, hips etc)?

For some its about 16 to 21. Otherwise, 18-21.

I find in general at around age 18 girls look pretty much the way they'll look for the next ten years. After 18 most girls might develop or change a little but only in barely noticeable ways.
Some girls however are early and at around 15 or 16 look like their fully adult selves.

I agree, development is usually done between 18-21ish.
