Replace the heater coil. That should get you some heat.

You probably got an air bubble in the cooling system. It's kinda hard to bleed those cars of air from the cooling system (do you have the water cooled intercooler? maybe its not plumbed right?) plus it's an imported 95 wrx so good luck on sourcing any bulletins that address this issue.

Sounds like an air lock.
While stationary, try running the car with the radiator cap off for a while.
Also make sure the coolant is circulating ok.
Squeezing the water hoses (especially the ones to/from the heater) may help.

Check the coolant level, check for some leaks or blockages in the pipes. You might also have to replace the heater unit. But to replace it I suggest you take care to a mechanic cause it's not an easy task to do.
Hope this helps my friend and Good Luck

the heater cores are notorious for rottign out, especially in temperate climates with road salt and sand for part of the year. I'd start there, then check the easy stuff, like thermostat.

It could be the heater core or a leak. Is there a smell or wet carpets on the front passenger seat?

Check your thermostat first, that's the most likely problem.

low water level in radiator, blocked hose, broken thermostat, all will give the same problem.

when this happened to me, it was my thermostat. you will probably need to replace that. I would get some opinions from a dealership and go from there....Good luck with that...
