You need to rephrase your question.

The "jugular" is a vein. The "carotid" is an artery. Neither of these items are part of the skeletal system.

The mastoid foramen is an opening through the skull through which a blood vessel passes. I cannot find the stylomastoid foramen. There is the jugular foaramen, but I cannot find the jugular fossa. A "foramen" is a passage through something. A "fossa" is an indentation into something.
