This is called "Meter Feeding" and it is illegal because the metered place is being "hogged" by one person. The law is that if the meter is for one hour, you park the car for one hour, then MOVE it or get a ticket. If you need more than one hour, go find someplace else; this is a "pet peeve" of many store owners who have meters in front of their store. Someone comes along, parks his car, then feeds the meter three or four times - preventing other potential customers from entering his establishment. And, yes, it is illegal and punishable by citation or arrest.

One would think the authorities would opt for the sure thing of revenue with a constant supply of coins in a given parking space. If that person leaves, what if the city misses out on, perhaps, one hour of revenue if that spot remains unoccupied? It seems like refilling your own meter is profitable for the city on a cash per minute basis.
