Do you automatically assume they are? I do. For me it's like when people say "I'm not lying"...

Well, that in itself, no. However, when someone says, "I'm not a racist BUT..." that's kind of a dead giveaway that they have some bigotous tendencies at the very least.

It's wrong and insulting to assume by default, or on this basis, people are racist. Many people think everyone is racist. That is wrong. You do not know where people are coming from. Also, there is a lot political correctness imposed by the society which sometimes oblige people to specify "I am not racist", which unfortunately may be understood as the opposite. Also, many people do not fully undersdand what racism is or what it means for others. If you travel a bit abroad and ask questions, you can be very very surprised of different outlooks on the subject.

No, if someone says "I'm not racist", I assume that they are not, until there is evidence that they are.

They may or not be," I'm not this or that" reflects ones image of ones-self, conversely, one's opinion on the truth of the statement
is simply that ------- an opinion, not necessarily fact.
