First and foremost you have to do whatever it takes to take care of the child's well being and worry about the rest later. Here is the information you need:
LAWS: http://www.mass.gov/legis/laws/mgl/
STATE’S WEB SITE: http://www.mass.gov/?pageID=mg2homepage&L=1&L0=Home&sid=massgov2
LANDLORD TENANT ACT: http://www.mass.gov/legis/laws/mgl/gl-186-toc.htm

What does your states landlord tenant law say? Most allow you to do this WITH notice to the LL if it is an essentiAL SERVICE. Check out state law or see if the local leagal aid has the law on their website.

Have you tried the circuit breaker?

costs ap $1000 to replace a hotwater tank
phone "home depot" or "lowe's " and confirm this

you can call in a plumber for an estimate...but most plumber's...want the service call paid for.........
and that is ap . $100 and that is just to pull up to your driveway...
to open the tool box it is ap. $100 an hour...
$1000 for a new hotwater tank...........
up to you........wait and see...........or phone

good luck.............
