Hi. Some materials store energy chemically and release it when not being exposed to an energy source such as light. This energy can cause florescence. Of course a bed of coals glows in the dark by releasing energy too.

the electrons in the materiel absorb the energy from the light, and jump up an energy level, and once the light is gone more energy ( in the glowing light form) is emitted from the electrons returning to their original energy level.
