Looks like a graphic drivers playing up, you got a DLL file thats got corrupted, un-install, and re-install your Graphics driver

also

Run a Spy/Virus Scan, as you might have a rouge file using your PC resources

all of your answers up to now are all correct to a certain extent, but i have ran xp pro and never suffered these p.c problems
however i did get "mouse freezing" especially when inserting a cd-rom or when alot of memory is being used, but it turned out to be a defective ide-ribbon,the slave connector had become loose, the plastic connector fell away from the ribbon when it was removed from the slave drive
so checking the ide cables, and all other cables wires would be a good idea, you have to remember allthough software runs the operating system, its hardware which is the actual computer, and the proper running of the p.c should be your first priority
i do a monthly check of all cables wires, brackets ect,a bit like a p.c m.o.t,this way you never get a unexpected fright one morning when your p.c dosent boot up
as for the job in hand,i agree it also could be a driver, and the first one i would check is the graphics driver, try rolling back your video driver, you can do this by going into system properies>hardware>device manager>right click each device and select properties>the go to driver tab and roll back driver
by checking each device you may be able to pinpoint the problem
finally try re-arranging your memory modules may help,or am i clutching at straws?
i hope this helps

Too much program may be running at the back ground that's taking up too much resources. Does you pc freeze in any other way aside from the mouse? If it does, update your anti-virus & anti-spyware program. You can also try to use the mouse on a different pc. If it acts the same, replace the mouse. If it doesn't, your pc has a problem.

What is the name of the process that is showing the CPU usage as 100%?

Try booting your computer in safe mode, then change the settings of the program that is running that process so that it doesn't run anymore... or uninstall the program that is using up your CPU.

Make sure you have enough Ram and your drive has enough megabites...If you havn't enough it's not expensive if you know anybody that has old computers and you can put it in by yourself if you know a bit about computer hardwares or I could put it in for you for just a few bucks as a favor : )

i would reccomend you switch your operating system to xp home sp2 or you might be missing hardware drivers if so you need to wipe the system completely and then re-install everything if you are still having problems then take it to a repair shop but this can cost quite a bit of cash. but the decsion is yours and if you do switch to xp home sp2 you will have an easier time with your computer
