My two year old Packard Bell will not work this is the problem

I start it up and it says a windows 32 file is corrupted or missing. Reinstall this file.......Where do I get this file?

I tried using my Master CD from another Packard Bell and this is what happened

It loaded up and it told me to enter my computers serial number. So I enteredt the numbers from the sticker on the back of the computer. Then it went to a blue screen with a white bar at the bottom stating OemsSetup V4.21 and did nothing

What is the problem and how can I fix it?

First, just to be save, backup any files you want to keep. Backup onto an external storage device like a flashdrive or external hard drive.

Then, I suggest you uninstall Windows, Restart, and Reinstall.

You need an Operating System disc to replace file.Recovery disks do not include certain files.Run the repair install option.
