I dont believe 2 car bombs killing 150+ people is lying low.

Time will tell.
There's a good possibility that the dirt bags who enjoy blowing up unarmed, innocent civilians are hiding and lying low when faced with an enemy that will fight back.
I do think that if we can stabilize Baghdad, it will be a very good step forward in our war on terror and a crushing blow to the insurgents.
