Secret agents usually have bosses, or else the government has people who can investigate secret agents. In these corrupt times, trying to get justice done or telling the truth can get you into trouble. But in theory (if not in practice) you should be able to report the secret agent and have him removed from the picture.

This man sounds like he is a crook, and may be holding your friend for immoral purposes. Could be he is a pimp or worse, and even be holding her prisoner. By all means, go the police and report her as a missing person as soon as possible. There are too many weirdos out there, and a young woman, such as your friend could be in terrible danger. Help her. well yeah it is unethical and immoral for a gov. official to use their power and influence to do stuff which may be otherwise illegal - whether you should do anything about it, I think not - if she can get her stuff done esp. if he can do it in a legal way, then that is a good thing - if you try to report it or something, chances are that nothing is going to happen and what more is that you are a bad person cause you are ruining a persons life cause of your own personal jealousies -

Unfortunately the secret services tends to only be able to hire psychopaths for their ranks because they give wonderful recruiting information like that you'd be carrying a cyanide capsule in case you're captured so that, unless you're crazy or suicidal, you're probably not going to be so interested in joining. So I guess it's no surprise that the one you're dealing with now is a control freak nutjob.

Adultery is immoral, yet no longer unlawful. working an unlicensed, unregistered nevertheless to make untaxed moonshine is against the regulation ... yet no longer unethical or immoral. only a pair of examples to teach that criminal, ethical, and ethical are 3 diverse issues.
