Try this experiment.
Get a timer or a microwave that can count time. Count with your pulse how many beats your arm makes in a minute. You shouldn't get too excited or your pulse will me racing. Try it again to make sure. I found out that 1.16666666 or 7/6 beats are in a second. I guess they rounded down and made 1 pulse 1 second. I thought that they counted how many pulses are in an hour (which, if you ask me, is very boring) and, 60 minutes in an hour, they divided by 60, and got 60 pulses, (or seconds) in a minute.
Now, an hour is 1/24 of a day that is really 23 hours 56 minutes, and 56 seconds, but got rounded to 24 hours on the 24 parts of day starting at 6:00 am and ending at 6:00 am the next day. Some people miss that because they sleep through that time. The significance from the mornings to the evenings in 6:00 pm. when the sun goes down, signifying evening.The measure of the day where the view outside changes from sunny to dark are called hours, and these parts are 6:00 am. start of day, 7:00, 8:00, 9:00, 10:00, 11:00 12:00 1:00 2:00 3:00 4:00 5:00 6:00 pm midday, 7:00, 8:00, 9:00, 10:00, 11:00 12:00, 1:00 2:00 3:00 4:00 5:00, last hour of day.

That's a good question. Those numbers were chosen as a clumsy compromise between counting by tens and counting by twelves.
Our base-ten number system only divides evenly into halves and fifths, while a base-twelve system factors perfectly into halves, thirds, quarters and sixths. Both 60 and 24 are factors of 12. 60 and 360 (degrees in a circle) are factors of both 10 and 12, and so on. The year is also divided into 12 months for this reason.
If we were born with 12 fingers instead of 10 we would have ended up with the much more convenient 'dozenal' system, with two extra symbols to represent ten and eleven (such as X and E) so '10' would mean one dozen, '100' would mean one gross (144 in base ten), etc.
The French invented the metric system after the revolution of 1789, and they could have taken the next step and changed the counting system to dozens (and still had a metric system) but lost their nerve even though some mathematicians recommended it.

The reason is because the equality of the above time expressions have been proven through scientific experiments. That's why we have the definition of 1 second in terms of S.I. Unit.
The signifcance of time is limitless. In layman terms, it helps you to organize your life and in scientific terms......well quantum physicists are still trying to unravel what time really is and did it have a beginning or not!
