did the federation finally defeat the Borg?

I never watched STNG much,never heard of the Borg until the motion picture where Picard and crew followed them back in time.I watched some of VOYAGER,(most of the first two seasons). I was just wondering,did the Federation finally figure out how to totally defeat the BORG,and how did they do it?
