They are corners not safties, the best safety is Ed Reed of the Ravens.
To answer your question Samuel is the best between the two because Shepard cant seem to keep himself healthy.

Neither of these two are safeties, they are corner backs. Between the two I'd say Samuels is the better CB

First of all they are both cornerbacks and after last year Asante Samuel is the better corner.

Asaunte Samuel. Look at his postseason interceptions and how many he has ran back for touchdowns. This guy has developed into a great safety.

Asaunte Samuel has no prime of his career because he has been amazing so far and he will continue to play like that.
He is the best cornerback in the NFL..

They are corners not safeties. It's not really fair to pick one over the other because their teams have different schemes therefore giving one or the other different opportunities. I think Samuels is the better and smarter athlete though.

samuel is better now, but sheppard has had pro bowl numbers the last two or three years while samuel finally made his mark this year
