The Constitution gives the federal government 21 things that are left to it. All the rest are left to the states, therefore; states rights. All entitlement would be left to the states according to the Constitution.
Education, health welfare etc are some of states rights. The federal department of health, education and welfare is not a right given to the feds.

No there isn't. Although individual states may do their own thing, but the US Constitution doesn't. Although some would try to stick under Congress' power to regulate interstate commerce. ("To regulate commerce with foreign nations, and among the several states, and with the Indian tribes")
