El Tiburon means The Shark, in the song, it talks about how he's trying to pick up a girl and a rival predator (thus the term 'El Tiburon' trans. the Shark) comes in and takes her away from him.
The term is no pare sige sige, which literally translates as Don't stop, follow, follow, but in the song it's the same as saying don't stop, get it, get it.
