first of all not "WHO" is the best, but "which city is the best"?
you can use "who" speaking only about people...
Preferisco Roma, anche se Parigi mi piace tanto, ma a Parigi si parla solo francese, a Roma si può parlare anche senza sapere nessuna lingua straniera ( gli italiani aiutano a capire e si fanno capire, i francesi no).
Per me non è un problema a stare a Roma perché parlo 4 lingue straniere ( italiano incluso ), ma a Parigi dovrei per forza sapere anche francese.
Per il resto tutte e due sono le città meravigliose.

Rome is a far more beautiful and wonderful city than paris... paris isn't one of the two most beautiful in the world... What about Barcelona? Berlin? Warsaw? Krakow? Prague? Amsterdam? Paris is over rated... it's nice, but it's not THAT nice...

Paris every time for me! Paris is romantic, the city of love, and there are so many things to see. Rome is nice, but I found it disappointing, but I went there in baking hot June, so maybe that detracted from its appeal. They are both beautiful cities. The most beautiful city I have visited is Cape Town.

Difficult! An Italian would not hesitate and say Rome as they think it is the most beautiful city in the world...and for many it may be.....It really depends what you want....do you fancy croissants in french cafes and then a walk around the Eiffel tower...or would you prefer a more Italian atmosphere with lunch in a nice restaurant and a walk around the ruins? Weather's nicer in Rome too usually! Choice is yours!

Personally I think Rome is overpriced, too crowded and they haven't really taken proper care of their heritage. "New" builds in and around Forum area are architecturally completely out of sympathy with the classical structures.
Rome has been living off its past gloiries and reputation since the fall of the Empire.
It does not treat its tourists with respect and retaurants and hotels are either ludicrously expensive or dumps.
Paris is dry and dusty (what's so special about the Tuileries?) but they do respect their visitors and look after them. The public transport is very much superior. It has not been destroyed by unsympathetic building and has better galleries.
True, it's not so old but as a place to visit it beats Rome any time.
I do not think that either can be called the most beautiful city in the world. That is very subjective and pre-supposes that you've seen every other city. (E.G. Moscow centre, Bangkok, Ulan Bator, Bath etc can all claim to be good-looking and classy). (Not Berlin though, that's just 'interesting')
If you're doing research then you should be dispassionate about such things.

Having been to All 3 i might bypass to London. The night life if large and the museums are superb. The food is extra desirable in Italy and France yet i might advise London selection one.

Roma is better you can have the best PIZZA they use the best cheese real cheese and then other Italy foods are good there....yum
