Can't they get people to write their own letters if they feel strongly enough?

Whats going to happen is multiple people are going to be sending in exactly the same letter to the editor.

so they would have to plagiarize someone else's work if they were to send their "own" letters.

Sure. The Republicans are masters at staying on the Whitehouse message. You can almost recreate the talking points by watching the Sunday morning political shows. The Dems just aren't as good at it yet (and they don't have their own "news" channel to push it out to the base).
