With that scoring system the focus should be on the starting rotations.
Zona- Webb-Big Unit-LHernandez-DDavis-EGonzalez
Phils- J. Lieber, A. Eaton,B. Myers,J. Moyer,F. García,C. Hamels
BJays-R. Halladay,A. Burnett,G. Chacín,J. Thomson,T. Ohka
Giants-B. Zito,M. Morris,M. Cain,N. Lowry,B. Hennessey
Braves-J. Smoltz,T. Hudson,M. Hampton,C. James,K. Davies
Reds-A. Harang,B. Arroyo,E. Milton,K. Lohse,E. Ramírez
Philly has the deepest staff. They could have 6 starters, but Lieber is no number 1.
BJays may have the best 1-2, but have to worry about injuries to those two and a big drop off after that
Giants are interesting with the changes. Zito is solid in getting wins, but doesn't get the K's. Cain and Lowry are nice young guys and this could be a very dominant SP staff.
As a Braves fan it pains me to rank them 6th, but this staff is aging and isn't the same staff it was a couple years ago.
Reds surprised a lot of people last year early on, but wore down as the season progressed. I doubt they get off to such a fast start this year.
My choice for #1 is Zona. Not because of the Big Unit, but because of Webb. He is the best pitcher on any of these staffs. Big Unit, DDavis and Livian could all be #1 level pitchers. Unfortunately they all had down years. If they are decent they will have a great staff.

I would have to say the Giants. Losing Schmidt might seem big, but they got Zito (whose American League numbers will translate even better in the National League). Matt Cain and Noah Lowry are also up and coming players who have great upside. Matt Morris is not spectacular, but will probably get 12 wins with below average WHIP and ERA. The last spot in the rotation is a toss-up, but five spot in the rotation does not go every week and very few teams have good fifth day pitchers.

I'll go with Toronto, especially if AJ Burnett gets on track.
Halliday- Burnett is a pretty solid 1-2 spot in the rotation plus they already have the top closer in the league in BJ Ryan.
