Your singing ability is based on several factors. Your ear, which means, how well can you sing in tune. If you can't match pitch, then you're starting from square one. Two, your vocal tone. That in itself is based on a lot of physical factors, from how you are standing, breathing, and shaping your vowels with your mouth. All of these things can be improved upon, though, if you have a patient teacher and you are willing to work hard and practice.
So, short answer is, yes, everyone can sing. Not everyone can sing WELL, when they first get started, but everyone can get better if they want to work at it. In my experience, it's a bell curve. About five percent of the the population is just born with an amazing voice. On the other end, about five percent are just horrible and will probably never get it. Everyone else falls somewhere in between.

Everybody can sing. Just 'cause they have a bad voice don't mean they can't sing... They may not sing GOOD but they can sing.

I've heard a lot of people who sing so badly it hardly can be called singing at all.

Yah! bad voice can't sing, but maybe they can be use as a sound.

Yes look at American Idol there are good, great, excellent, horrible, terrible & then there are the world worst singers in there.
