Tulips are spring bloomers and should be planted in the Fall. However, if you have tulips bulbs which didn't get planted, they will not last until next fall, so plan on getting them into the ground as early as possible. Here's what to do: All you need is an extra refrigerator or some other place that you’re sure will hover around forty degrees but not freeze for the next three months. Place the bulbs in a container and cover them with some peat moss with just a little bit of moisture. Chill the bulbs for 10-16 weeks, depending on the tulip variety. It doesn't hurt to chill them longer than necessary. After the chill, you may place them in pots or containers or directly into the ground, if the soil permits.
Plant them more closely than you would have in the fall, since some may not bloom. But as I said, the bulbs won't last until next autumn so it is worth the try.

You are supposed to plant tulip bulbs in the fall if you want them to pop up in the spring. This goes for daffodills as well. Happy gardening!

I planted in the fall nothing came up.! Who eats the bulbs? the Bunnies or the squirrels? Can I plant in the summer and have them bloom next spring?

I plant mine in the fall, so they will flower in the spring. However, you can plant them in the spring and they will bloom by the summer and will already be planted for the following spring.
