I always seem to go over my monthly minutes and end up with additional charges. Are we getting ripped off by our service providers?

My cell phone charges are pretty consistently $19.00 every three months. But I don't use my personal phone a lot. Most of my calls are for business and I use the business phone for that. Virgin Mobile had, and I can still use, the $20.00 every three months plan. Walmart sells the phone cards for less than retail so mine costs roughly 19.00 every 90 days. If I had to use my personal phone more I could still get by for less than $20.00/month.

My Monthly bill is approx $100 with an extra line and data plan. I use cingular which also has rollover minutes.
