You can install Apcahe, PHP, MySQL manually or you can get any pre-configured thing like XAMPP (http://www.apachefriends.org).
To send e-mail from your server, you must be running a mail server on your system. I don't know on how to configure it. But If you purchase hosting with some ISP/Hosting company, you will get this service in package. You will just have to use PHP's mail function or sendmail or something like this to send mail.
And to use chating, you can embed JWChat (http://www.jwchat.org) in your web-application.
