Is this a joke, or are you referring to the fact that most elevators don't go to certain floors? Office buildings often have private floors so that people cannot easily access them, either because, well, they're private, or because the functions of the building occur there and they don't want people stumbling in. Usually a key is needed or different, private elevators will reach the floors.
