Yes. The word mince is nothing to do with meat. It just means to chop up into small pieces. Or, mincing your words means to speak elegantly. It would be wrong of you to mince meat your words though!

yes, because mince just means to cut up very very small, or put through a mincer, and you can do that with anything, doesn't have to be meat.
