The most likely cause is a "feature" called Wake-On-LAN or Wake-on-Modem. This is something that is enabled/disabled in the computer's BIOS. This is not something that should really be tinkered with if you don't know what you are doing, but here's some possible steps to get to it:
1) Upon reboot or first boot, press the DEL key. Do this within the first 5-10 seconds of the computer coming on. You may need to press a few times to make sure it takes it. Other possible keys are F1, F2, F10 and F12.
2) You should see a 2 or 3 color screen, usually it's blue background with yellow text and lines. Look for any items with "Power" in the name.
3) Use the arrow and ENTER keys to move and select items.
4) In the power features, look for WOL, WOM, Wake On LAN, or Wake on Modem. Make sure they are all disabled.
To change settings, you may have to press ENTER on the selection, press PgUp/PGDn or another key to make the change. There should be some basic instruction on the screen, either to the right or at the bottom on how to do this.
5) Pressing ESC usually returns to the main menus. There may also be a set key for Exiting or Saving and Exiting. Always look for the keys needed as displayed on the screen.
WARNING! CHANGING BIOS SETTINGS CAN CAUSE YOUR COMPUTER TO STOP BOOTING! DO THIS AT YOUR OWN RISK!
Also, if you have a separate LAN card (also called network card or network interface card) there may be a thing, 2 wire cable coming from the card going to the motherboard. Removing this can also prevent Wake On LAN from working, but make sure the PC is turned off and unplugged first.

To see if your problem is "wake-on-lan" related, try unplugging the computer from the network (unplug your ethernet or modem jack).
From there, if that solves it, you will need to go into your computer's BIOS and disable Wake-On-Lan.

In the BIOS, turn off "Wake on LAN". That is most likely turned on, otherwise someone else is screwing with you.

even though i think i'm wrong you may have the automatic power on it turns it self on you get to it someway through the control panel never tryed doing it personally try googleing it

Are you sure it's not set to restart? When shutting down there should be a command for restart - make sure it's on shut down.
