The teams are selected by the league. There is a disadvantage to playing in the hall of fame game, if a team is selected that team is forced to play one extra preason game during the preseason- thus increasing the chance of injuries before the season begins.

Well pull the names out of a hat I think. They always use a AFC and a NFC team, well almost always if not. Anyway I think the Steelers were picked because it is the first time they have had a new head coach in 15 years. I think they try to pick with connections like that in at least one case. As to the Saints it is the first time they won a Playoff game.

Oh and it is a 5TH pre-season game so NO TEAM is scheduled to play that day. The NFL picks what teams it schedules to the first person.
