The term Blue Moon has at least four related meanings. One is a common metaphorical phrase for a rare event that really has little to do with the moon itself. Another is a description of the apparent color of the moon, which is frequently yellowish and rarely bluish. A blue moon is when you have 2 new moons in the same month. A moons cycle is just 28 days while a month is 30 or 31 days and if the new moon is on the 1st or 2nd day of the month then 28 days later on the 29th or 30th of the same month the moon will be new again and that is when the Blue Moon is. Happens about once a year is all.

a blue moon is a full moon that happens twce in the same month thats why blue moons are rare and thats why they invented the saying "once in a blue moon." because it means rare or it seldomly happens and according to my calculations the next blue moon will be between july 28 2007-july31 2007

Once in 2-7 years, full moon is seen twice, in a calendar month.
Also moon appears blue sometimes, due to volcanoes or forest fire. When too much of red light is scattered around.
