A blue moon is when you have 2 new moons in the same month. A moons cycle is just 28 days while a month is 30 or 31 days and if the new moon is on the 1st or 2nd day of the month then 28 days later on the 29th or 30th of the same month the moon will be new again and that is when the Blue Moon is.
