How come my Nintendo DS charger makes a noise??

It is a charger that is called game elements. it has a blue light that looks awsome and the wire for charging winds up inside the charger. Also it can be used in a dc outlet. It makes a screeching sound. what is wrong with it?

well the ds, and ds lites are sad, so i wouldn't be suprised if the chargers are too. take it back, along with your ds and get a psp. has a ds lite for 1 month, and it went on ebay. have had a psp for 6 months, and would never sell it.
