Confused by the new MLB rule this year.
In the past, the pitcher has been responsible for keeping the ball clean. If there was an infraction, the umpires would search the pitcher for an emory board, nail, etc. to nick the ball (changing the surface of the ball is believed to alter the airflow over it and thus, cause the ball to curve more when thrown/pitched). This new rule basically will allow umpires to search and toss other players (catchers, infielders, etc.) who are believed to be the culprits in scuffing the ball.
Probably too much of an answer, but I was reading about the run change this morning.

A pitcher can scuff a ball simply by digging a thumbnail into the ball. They will even mark it with their cleats [this will put a small black mark on the ball to trick the hitters eyes and he hopes it is small enough the umpire won't see it} Anything to get an edge over the hitter.This is why when a pitcher throws one in the dirt the ump takes the ball out of the game. The ball is to be as clean as possible.

It means intentionally damaging the ball, almost always on the part of a pitcher or catcher. A scuffed ball or one with a "foreign substance" on it (spit, petroleum jelly, etc.) will move a bit differently in flight than a pristine one, which gives what is considered an unfair advantage to the pitcher.

The player, who is pitching for his team, has modified the baseball to make it move in strange or unexpected ways, which makes it very hard for batters to hit.
Altering a baseball in a game is against the rules.

basically, you cannot put any foreign substance, including dirt and grease, on the ball. Defacing it means scratching it up, so it will have more movement.

Any pitcher that deforms the ball by applying illegal substances will be removed from the game.

it basically means that they are scratching the ball up and cutting it up and some pitchers tend to like to throw dirt on the ball as well

this is illegal because if done correctly it can add spin or speed to the pitch which obviously gives the pitcher an edge
