Just about as far as one could go,considering they ruled their countries as dictators!

They were both complete dictators though Stalin without doubt probably killed more people than anyone else in history including Hitler. At least Hitler although very evil didn't go round murdering millions of his own people (or did he)?
Mussolini I suppose was a cuddly toy in comparison although he did strive to create an Italian Empire.
