Would chose either James or Jacob - both are strong, classic name and will not lead to the some problems that might end up happening with the other:
Jarred - Not so much the name, but how you are spelling it. I know how you mean for it to be pronouced, but for teachers where English is their second language and worse yet, grade-school children who taunt him mercilessly, and to are going to misprounce it as "Jarred" like in a jar of peanut butter used as a verb.
Jethro - the name has a hillbilly connotation and in some areas of the country a "Jethro" is a term that is used to describe a male who is mentally slow (like "Jethro Bodine" in "The Beverly Hillbillies).
Jackson - was a good, respectable name up until the latest round of Michael Jackson allegations. Other little boys might taunt him as being Michael Jackson's son or wife (stupid, I know, but little boys say dumb things to taunt other little boys).
Jullian - too close to sounding like Julia, Julie and Jillian for comfort in my book.
Jarvis - Not common enough for him to find when he goes to the store and wants to get some pre-printed name on something, like pencils, pens, license plate for his tricycle or bike (etc.) like all his friends do and will not see it as being unique, just that it makes him not fit in with his friends with common names like James and Jacob.
Another J name you don't have listed that is common without the likelihood of grade school kids misconstruing is Jeremy.
One that is common and a good name that I would not recommend unless their is any Hispanic heritage in your family and you plan on sending him to Catholic schools is "Jesus"

Jarred, Jackson, and Jacob have been seriously overused the last decade. I would go for one of the other choices.
