Good question.Your answer will probably be harder to look for, because I dont think these people advertise or even put that kind of information.

I have recently heard claims that the entire medical industry does, especially with the recent debates about mandatory health care, and it was shocking, to say the least.

Mistakes, medications, misdiagnosis etc. There were articles about those that got a bit of press..

The Chinese Mao Tse Tung also had a lot attributed to him. I am not sure about how the numbers rate with all the other despots who have killed in the recent past and in the historical past.

I am sure that nature alone by itself is a formidable enemy for survival. Even the legendary big bang (meteor hits that caused extinction cataclysms) would have wiped out not only humans but every creature in entire continents.

That honor I believe would belong to Joe Stalin. He was the one who started the great purge and killed millions of his own people.
The reason he did this was to terrorise his nation into obeying his rule completely and eliminate political enemies, real or otherwise, for he was a man who suffered extreme paranoia.

There fore state terrorism will always be a worse threat then normal terrorism.
