It is a long process, yet the outcome can not be predicted. I have been through this process and below are the details;

1- schedule an appointment with the U.S consulate by calling 090070600 (from a land line within Egypt ONLY] or 2100 [from a call center line ONLY].
2- Filling the required forms that are found on the U.S embassy web site (reference included)
3- Get an updated bank statement and any other proof of asset ownership such as stocks, bonds etc
4- Employment letter including salary in gross and net figures, duration of employment etc
5- Invitation letter, any format as long as the sender includes their full name, address and social security number for quick verification.

The above are the main requirements, there are of course a few minor things that need to be done such as photographs etc and the below reference includes such details.

In general, if the person can establish that he/she will not defect and has a clean record and in general is from a decent background, getting the visa should not be a problem.

He must apply for a visa like everyone else.

First he must download the visa application form from online.
http://evisaforms.state.gov/

Then he needs to take the completed form along with his passport to the US Embassy in Egypt for an interview. That is when they will decide if he can have a visa or not.

For specific visa information, visit these two sites:
http://www.unitedstatesvisas.gov/obtainingvisa/index.html
http://www.travel.state.gov/visa/temp/temp_1305.html

The US Embassy in Egypt is located at:

U.S. Embassy Cairo
8 Kamal El Din Salah St
Garden City, Cairo
Egypt
Tel: [20] [2] 797-3300
Email: consularcairo@state.gov

First learn to spell or learn to click the spell check button.
We are not issuing visits but if you would like a visa, contact the US government or embassy near you.
Even then, no pesons are allowed. If you happen to become a person in the next few months, we will consider your application.
