They do not seem them selves as poor or as unable to take care of kids. They think that with a little assistance they will be fine.

Yeah, its not very logical. The same goes for Africans who are in the middle of a famine or a war. No food around, lots of violence around, AIDS and other diseases yet they can't be smart enough to keep it in their pants.
