That;s a tough one as both cities are great and have their own merits. Melbourne is rather cosmopolitan and between it and its surrounding suburbs hardly sleeps. This is not conducive to study, but can be necessary. Melbourne's temperatures are varied and some say that Melbourne uses all four seasons every day - every week may be more truthful. It can get pretty low in winter with top temperatures down to 10 and maybe 2 overnight. In summer 36 is not unusual. But Melbourne is fun and has a lot to see and do on your weekends or study breaks. Melbourne also has the finest drinking water in probably the world, although it is currently in stage 2 water restrictions. Melbourne has a real lively city feel.
Brisbane is also lovely with a more moderate temperature of 15 to 30 maximum termperatures. Brisbane has picked up a lot lately but is still pretty sleepy. Brisbane is gateway to the theme parks of MovieWorld, Dreamworld, Seaworld & Wet N Wild. Brisbane has a real holiday feel.
But of course the real decision you should make is the school. Brisbane or Melbourne, you should decide not on the city, but on the merits of the school and what impact a degree from any particular university can have on your career. Eg: in Melbourne alone a degree from Melbourne University packs a greater whallop than one from Monash Uni. And La Trobe Uni comes in third I guess. I know they teach different subjects but you have to go to the school that offers the most. It would be sad to lose a coveted job to the fact that the other contender went to a better school.

G'day
Melbourne!!! Wellll... where should I start?
1. First of all... some people do not like the weather in Melbourne (you can have 4 seasons in one day). However, if you read the first article from The Age newspaper, you will find out that the weather is still more preferable than the other cities. Sure you can have 42C day like last month, but almost immediately you'll get a much cooler weather pretty soon afterwards. It is very rarely that you got 2 or 3 consecutive days of hot weathers (unlike Sydney, Brisbane or Perth).
2. Melbourne is a city of diversity. If you are a newcomer, and you do not look 'Anglo-Saxon', you do not feel like an 'alien', since you can find almost every race in the world walking in the city. They are both immigrants and overseas students.
3. THE FOOD!! Chinese, Italian, Japanese, Thai, All-you-can-eat, African, Lebanese, Mexican, Sea Food... anything else? All available and lots of them in a very-very-very affordable price
4. Pretty good public transport system. With one ticket, you can switch from train, tram and bus. They do not always come on-time, but still reliable and improving (www.metlinkmelbourne.com.au). This helps alot especially as student, since not every student can afford a car.
5. SHOPPING!!! Original branded clothing sold very cheap. There are even shopping tour, where the participants are taken to retails outlets just for shopping. Big temptations for ladies.
6. Crime rates... just read the second article on the bottom.
7. Cost of Living... I'll say it's second most expensive city after Sydney. Altho I have to say that some cities in Queensland can be more expensive to live.
8. Night Life... hmmmm... I'll say the centre of nite activities will be Crown Casino and Docklands. Altho there are still plenty of cafe's and clubs scattered around the suburbs as well.
9. Tourist attraction. This is the area that I think Sydney is better than Melbourne, since it has most of it's attraction within its suburbs. Most Melbourne attraction are pretty much out of Melbourne, such as the gold mines in the cities of Bendigo and Ballarat, The Great Ocean Road, Lakes Entrance, Grampians, skiing in Mt. Buller etc.
10. Universities in Melbourne as follows (in no particular order):
Uni of Melbourne (www.unimelb.edu.au)
Deakin Uni (www.deakin.edu.au)
RMIT Uni (www.rmit.edu.au)
Swinburne Uni of Tech (www.swinburne.edu.au)
La Trobe Uni (www.latrobe.edu.au)
Ballarat Uni (www.ballarat.edu.au)
Victoria Uni (www.vu.edu.au)
Australian Catholic Uni (www.acu.edu.au)
Monash Uni (www.monash.edu.au)
All of them are public universities and recognised world-wide qualification. Most important is to find out what area of study you want to study and make sure that the university offer the course you want to study. Read the course information carefully, as some university may have the same course name, but different content.
Running out of ideas, but I hope that I can at least give you some more informations that have been provided by the answerers before me.
Good luck and welcome to Melbourne. I've been living in Melbourne for 16 years, visited some other capital cities in Australia and still giving Melbourne 10/10 for the best city in Australia. E-mail me at mikegun@studentfirst.com.au if you need further info.

I would recommend Brisbane, there are couple of good unis there. Nice weather, nice people. Middle size city. Close to Gold Coast. I am from NSW myself, but I would love to move to Brisbane someday. If you are looking for a more quiet life, then Melbourne would be your choice. Good luck!
