What are you trying to remove? A file or a program?

If it's a file just highlight and hit the delete key. Then go to the recycle bin and delete it there.

If you are uninstalling a program, go into the control panel, add remove programs, find it in the list and click on remove.

Try GiPo MoveOnBoot:

http://www.gibinsoft.net/gipoutils/bin/fileutil.zip

Install it, then select the file, right click, Properties, and go to the Move On Boot tab. It'll then delete the file when the computer restarts. Carefull with it though...

What are you trying to remove? You can try deleting it in Safe Mode if it won't delete in normal mode, but some malware is trickier to remove.
