Well, I read something a while ago that says the human brain does not process negative words properly. Apparently our brain just glosses over any negative word like it isn't there when we filter it into our actions. So we read "Do not sit" but by the time it gets to our actions it has become "Do sit"... Interesting theory and I do see it in practice a lot. Children act this way frequently.
I also think there is a natural curiosity within people and not knowing when the sign was placed there there is always this lingering question in your mind "Hmm, I wonder if it is still wet?"
There is also a group of people (which I sadly fall into) who would view a sign like this like a dare. "Wet are ya... We'll see about that" and would just have to touch it because they have been told not to. Much the same way that despite laws on speeding and cameras cropping up everywhere a vast number of people still do it. It's the 'catch me if you can' menatlity.
Hmmm, those are the main reasons I can think of. I am the type of person who wouldn't just touch it but might well remove the sign. I have an evil streak! lol... I am joking by the way... Or am I... mwahhhh ha ha ha!

A couple of possible reasons:-
1) Because they don't know when the sign was put there and therefore don't know how long the paint has been drying and hence they touch it to see if it's still wet.
2) Because they want to see if the paint really is wet and the sign wasn't put there just to stop people sitting on it. In other words, to make sure the sign wasn't put there by someone to reserve the seat for themselves.

Because I'm tired, it's clean (just painted) and the likelyhood of a sign being taken down the same day (let alone the same minute) it dries is about 1,000 to one.

One of those things we learn when we are a small child (as opposed to a big one!). If someone says don't we probably will.
If someone was to ask a question saying do not answer, I bet they get loads of responses above the norm.

Ahh, the wonders of human curiosity. We may never know the truth about what lurks in the minds of mankind.

When ever I see a sign that says road closed I always drive around it to see in the road is actually closed.
About half the time it isn't.

Yet, if you tell them there are a billion stars in the Universe, they just say "Oh".
Must be our urge to explore and experiment.
