Can anyone help me? I have twin daughters. One daughter typically sleeps through the night. The other has never really grasped the concept. She seems to be a very light sleeper and wakes up frequently.

I would try to have a "white noise" machine in the room. This will block out most noises so that your little ones can sleep better. Good luck. The "white noise" can be as inexpensive as having a fan running.

I have 16+ yr old twins. Identical girls. They are two different people which was quite obvious from the beginning.

As for yours, one sleeps and the other doesn't. Sounds familiar! :)

Do NOT go running every time your hear a little crying. Wait a bit. See if the light sleeper goes back to sleep. What you don't want is for that one learn that Mommy will come running by crying. And don't make a fuss. Go in, look, maybe a stroke, and leave. Obviously, you are looking for problems, such as a soilded diaper.

Most important, be relaxed, with them. They can sense your emotions.
