Pubic hair is curly because it is genetically made in a flat shape rather than a round shape. Perfectly round hair, such as those on scalps of Native Americans, is perfectly straight and has no tendency to curl. However, ribbonlike hair on the scalps of blacks is seen to curl because of its oval-like construction. The same is true of pubic hair.
Well, some dermatologists speculate that if it grew straight and stiff, it would rub against adjacent areas and cause discomfort. It also grows much slower, so you don't trip on it I guess.

It's not always curly. Early in puberty it's soft and straight. Most Asians have sparser and straighter pubic hair than that of whites or blacks.

Pheromones have a scent that is a powerful aphrodisiac to the opposite sex, but without clothing a lot of that scent can be lost. The substance either falls off or gets washed off a naked body. Before there was clothing, pubic hair had high evolutionary value. There was never a need to do away with it.

Pubic hair is probably curly because curly hair is ideal for catching and retaining the most pheromone. The same goes for armpit hair, where the greatest concentration of pheromone is present.

Hair follicles exist all over our bodies. The shape of the hair follicle and the “bulb” at the bottom of the follicle determine the shape of the hair growing out of the follicle. Hair follicles are generally round and straight, so that the hair that grows out of them is straight. Even before puberty there are short, straight, thin hairs in the pubic area.

Sex hormones (called androgens) that are made during and after puberty circulate throughout the body. The hair follicles in the pubic region, underarms and beard are especially sensitive to androgens. Androgens apparently make hair follicles in these areas twist and also make their bulbs kink. It's to cushion the genital areas (i.e. the skin covering the pubic bones) against scraping and cuts during sex. When skin gets cut and broken, it is much easier to transmit STDs.

When people are having sex, they get caught up in the moment, and can hurt that skin under pubic hair and won't care until it's over. That's why it's not a fantastic idea to shave pubic hair completely off if you are sexually active- it's there for a reason.
