Income-Tax Law permits Tax planning and savings. You can submit your return without paying income-tax as per procedures admissible under the IT Act, 1961. If you submit your return of income without paying income-tax, you will be treated as an assessee not a tax payer.

1)Minimum you must cross the exemption limit then only there is choice either one you have questioned.
2) if you exceed the exemption limit then come total income and other deduction matter after that if you still cross then for extra amount crossing exempted limit 20% you have to pay tax.
3) After arriving tax liability still you do not pay then only it is an offence you are liable for punishment as per tax laws.
4) If you arrive at the tax liability and then make necessary investments to save tax then it comes Zero income and you are only to file income tax return.

Paying tax on income is NOT necessary. Submission of return of income is necessary. You can not pay zero income tax. You can save tax by investment / payment as per rules. Consultants takes about Rs. 300/- for preparation and submit return of income during last last financial year.

if dont pay income tax means you have no enough income tax to pay but if you file zero income tax return if you get any income in future relating to the previous years you can get tax exemptions for the income related to previous years. other wise you have to add it to the current A.Y. and you have to pay more tax.
