I would say it's probably a combination of the some of the above answers.
1) They do come from very poverty stricken areas. Although I do know white lower class areas with no crime. But that brings us to numbers 2,3, 4 & 5.
2) They do come from single parent families with only one mother. Statistically children who come from poverty stricken one parent homes (both white and black) are far more likely to commit crime.
3) Things like music (hardcore rap) can have a heavy influence on African American populace in urban inner cities. I don't completely believe in blaming the music - I used to be a Marilyn Manson fan as a teenager and I turned out fine. But the fact is that music does have an influence, to a degree, on the person that listens to it. Especially if that person is in desperate times and the song caters to those times by calling for revolt. Racially charged, victim mentality and revolutionary lyrics do charge up the adrenaline flow in the body to a large degree (this is actually scientifically studied).
4) And on top of that, you have gangs all over the urban cities that try to recruit boys as young as 12. And if you aren't part of the gang then you don't have, what is called, "respect on the street." Without that respect you are in for a lot of trouble (crime wise) if you walk into a bad neighborhood at night. And if you do go into the gang you are in for more trouble - but at least you have a group there to defend you. That is the problem for young boys who don't want to join a gang, but feel they are out of options. They will end up fighting (with guns) other gang members, dealing drugs and will no doubt gain a criminal record which will severely impact their chances of getting into college and getting a good career (all of that is assuming they don't die before reaching 18).
5) Of course, the fact that they are a minority in and of itself causes problems. Usually by stereotypes and victim mentality. While some minorities don't have the crutch of the victim mentality, the Hispanics and African Americans do. And African Americans have many stereotypes that they have to get over while functioning in society. Psychologically people who have to deal with stereotypes (of any race) usually have a more difficult time coping and being productive.
Of course, the issue itself is very complex and there are a lot more individual factors that simply can't be covered.

because of gang mentality. It easy to say they are just genetically inclined to do so, but it's more or less the black communities that they grow up in teach them that it is "wrong to act white" (i.e. be successful), so they resort to violence and drugs.
