First, buy a clear plastic tote, some alphabet stickers and put her name on the box, cover with clear packaging tape.
This will be the gift box, that is reuseable for other things.

now some ideas on what to fill it with:
Mani, pedi tote
Nail polishes, remover, cotton balls, emery boards, toe separates, pumice stone, make sure you get a base coat and top coat polish as well. Nail art and jewels etc.. Lotions and scrubs.

Craft tote
pom poms, glue, pipe cleaners, pony beads, craft wire, glass beads, toggles, barrel clasps, elastic cord, paints, paper, foam, anything craft oriented.

Goodie tote
Fill the tote with baked goods, say chocolate chip cookies, for example, and in the center of the tote a gift certificate to go shopping and get what every she needs and/or wants.

Vouchers are great at this age, gives them some independence and control. Maybe even a purse, real leather not one of those surfie type things. (Unless she's into that) A pretty little coin purse or wallet (look on ebay for new with tags) usually goes down well. Don't forget the lucky coin inside the purse too...bad luck to give a purse without a coin inside!

While I would normally say that gift certificates are thoughtless presents, this would be the exception. At 13 most kids do not have their own spending money (like an adult would) so they do not have as much opportunity to purchase what they please. A gift certificate for a media store, iTunes, or a manicure would be good ideas.

I stopped buying "presents" for my nieces several years ago. Intead, I send them gift certificates to someplace like amazon.com or similar. This way they can buy whatever they want, from clothing, to shoes, to music, to electronics. It's too hard to keep up with what kids like because of passing fads, or what they have already in their collections. Stop guessing, let her decide!

Buy her a pre-paid Cell Phone which she'll have to deal with phones the rest of life, but here's your chance to to teach her resposibily the value of money and what she needs to do earn money to keep her phone with minutes eg: odd jobs, school, being respectful to others, animals, property etc.
