goto www.tomshardware.com for video and cpu benchmarks. The site also includes guides for building systems. A decent cpu (AMD X2 type or Intel E6300), the best video card you can afford, and around 2gb memory. The monitor you want to have a 2ms refresh rate (basically a monitor that doesn't "ghost" or blur images), or a CRT monitor (slowly being discontinued). The best is building it yourself, or talk to a local computer store about a system.

amd dual core x2 4400, gforce 7800 gt, sound blaster audigy 2 , 1 gig of ram, 300 gig HD W.D., 19 inch flat crt, ( lcd's give horrible refresh rates which is something u dont want if ur gaming. ) Mx 518 mouse and a good pair of headphones should tune u right into the action. ( pair of sennheisers or plantronics for ur ears should do the trick )
