Thats a hard one to answer. But I was reading somewhere that of all the litigation in the world, about 90% of it is done in the USA.
And of all the attornies in the world about 95% live and practise in the USA.

New laws are usually formed for two reasons; 1) The law that is already on the books to protect the citizen from the same scenario, is not being in forced. 2) To dot the I's and cross the T's of a previous law, that has allowed certain loopholes.
Other than that, every law that can be written, has been written! However, new laws are needed when a new form of activity is created, such as International laws that protect country's from misdeeds of other country's. I.E. counterfeiting by N.Korea of US currency, or of products, as in the case of China on US copyrights, etc.

Each nation has its own laws, in varying numbers. There have been periods of de-regulation, in which laws have been abolished - hopefully there will be one after Blair's rule, who has legislated like a madman. So there won't necessarily be more laws in ten years - though it is likely. Anyway, to calculate laws, find out law numbers of some representative nations for each continent and then make an educated guess. Millions
