Make a fraction in which the numerator would be the diffrence of values and the denominator would be the previous value. Now multiply this fraction by 100 and you would get the percentage difference.
For example what is the percentage of difference between 15 and 20
The fractional increase is 5/15
The percentage increase is 5*100/15=33.33%

You take one and divide it into another. Multiply the result by 100 to get percent. Example: a baseball team plays 40 games and wins 10. Their winning percentage is (10 / 40 ) x 100. That gives you 25%.
