What I think is - since seashores, vast lakes, rivers and creeks are amply available everywhere, the governments / companies need not do big investments for building airports, runways, parking lots etc., specially in poor and developing coutries. Experts please answer.

Lots of problems with your theory. Like trees and logs floating in rivers, lakes and along the shore, that would punch holes in the aircraft, also weather conditions, waves, water craft, sand bars, etc. Not large enough numbers of suitable aircraft available for use, either.

The days of large flying boats ( I presume that what you mean) are long gone. These days aircraft require sophisticated landing aids, handling facilities and not to mention landing areas that are clear of debris like small boats.

It would nice to be able to step back in time, but sadly its not practicable in this day and age.
