I believe so. They are constantly being accused by the black
community as being the enemy. Put yourself in their shoes.
Maybe only black cops patrolling the black communities
would be the answer. Charges of Racism, would go
completely down the drain. At least I think so.

Haiving worked the night shift as an emergency paramedic for a number of years, I had a lot of contact with night beat officers.
My observation has been that black officers are more reluctant to work in black neighborhoods than white officers are.
Black officers understand the feelings of many blacks for "The Man", and they know that even though they remain black, when they put on the uniform, they are black second and "The Man" first.
Most white officers are too ignorant to be reluctant to patrol black neighborhoods.
They just don't "get it", and they have no idea as to why someone would just as soon blow their head off as spit on them.
Hey, just one ignorant white man's observations...your milage may vary.

No not at all they have certain areas that they are assigned to. Called a BEAT. They also have a quota to meet every month. Why does everything have to do with racism to some? This is 2007. The only battle now is between DEMS and REP and the six men that want to be the daddy of Anna Nicoles baby.

The police not need be patrollin if they not be racist. Black community be beautiful places before yt begin infestumatin tehm wit drugs and malt liqor. Cops done shot my pit bull for no reason, nd that was my only protection from them. I seen the man put a gun to a brothers head and make him shoot up to get him hooked.
